Example: The debate of who should have more power, the states or the federal government.
Question: What if the founding fathers had stated in the constitution that political parties were illegal ?
Without political parties, it might be easier for the country to compromise. Without titles, everyone feels more equal therefore, more necessary things would get done. Also, the country would probably naturally divide into at least two political parties forming a custom. Eventually leading to an amendment to the Constitution.
Summary: Customs are informal ways to change the Constitution that have been used for so long that they have become an accepted practice, much like an Amendment. Examples of this would be the development of political cabinets, president succession, and limiting the president to two terms. Because the president succession was noticed for so long, it was added to the Constitution in 1967 by the 25th Amendment.
