Summary- these parties are informal to the constitution so, they could be abloished if the government so choosed. but we keep them because they are tradtion and custom to use. we are just used to them but they are not necessary.

It was probably because he didn't want the country to split up into groups and didn't want their to be a ton of disputes between the citizens of this new great country.
